导读: 本文从构建多主体的治理体系、创新专业融合集群模式、探索质量建设多维推进路径、打造职教开放多元格局等四个方面,对新时代高职院校强化内涵建设的关键问题进行分析,提出了通过政府—市场—院校三元协同的新型关系建立、对接产业链或岗位群的专业群建设、质量要素全面改革与质量保证共治机制建设、国际化内容框架重构等新时代高职院校强化内涵建设的路径建议。

优质高等职业院校建设的思考

导读: 开展优质高职院校建设是加快发展现代职业教育的重要举措,是高职院校强化内涵建设、实现高质量发展的内在要求,是优化优质职业教育供给、提高职业教育吸引力和贡献力的重要基础。本文阐释了开展优质院校建设的现实意义,分析了优质院校建设的基本条件、政策设计、内容体系,提出了优质院校建设成效的判断表征,以期为各地、各校推进此项工作提供借鉴和参考。

四、优质高职院校建设的内容体系

第一,以学习者为中心改革教育教学。由“教”主导“学”,向“学习者”为中心的人才培养理念的转变,是高等职业教育回应“受教育者”个性化需求的必然之举。教育教学改革是人才培养改革重中之重。当前,深化教育教学改革需要以“课堂革命”更新教育观念、教学方式,以校企共建打造优质教育教学资源,实现人才培养从标准化向差异化、多样化、个性化转变,[9]以教学改革推动“学习者为中心”的学习新范式建构。优质院校依然必须坚持立德树人、弘扬工匠精神,坚持工学结合、知行合一,既要注重学生严谨专注、敬业专业、精益求精、追求卓越的品质养成,还要提升学生职业素养,加强学生认知能力、合作能力、创新能力和职业能力培养。

第二,以先进性为要求提升综合办学条件。只重视硬件建设而不重视软件建设,内涵建设就会失去灵魂;只重视软件建设而不重视硬件建设,内涵建设就会失去基础。优质院校既应拥有前瞻性的规划、完善的基础设施、完备的实训(模拟)设备及良好的实习实训环境;还应拥有先进的办学理念、深厚的历史文化、特色鲜明的品牌文化、高效务实的管理文化、丰富浓郁的产业文化,形成独具校本特色的团队精神、价值追求、制度体系和发展愿景。同时还需完善信息化设施、构建信息化环境,并充分运用信息技术改造传统教学与评价方式,改进管理方法与手段。

第三,以学校为责任主体构建内部质量保证体系。过去一个时期多采用绩效指标以及资源分配相关联的等级评分规则进行建设成效评价,一定程度上强化了学校间的相互模仿,弱化了多样化发展。作为人才培养的第一责任主体,优质院校必须以实现质量自治为目标,建立健全内部质量保证制度体系,切实推进教学工作诊断与改进制度建设,建立常态化的院校自主保证人才培养质量的机制,通过质量生成过程的分析,寻找教育教学质量的关键控制点(环节),通过制度规范、程序支持、文化自觉等,实现质量持续改进和提高。

第四,以适应现代产业发展为宗旨建设高水平专业群。LOL竞猜单个专业建设向专业群建设的转变,是高等职业教育回应产业需求的必然之举,是为了更好地适应产业结构转型升级,形成与现代产业发展需求相适应的专业新形态。专业集群发展是高等职业教育优化资源配置、创新服务模式、实现专业复合发展的重要策略,也是技术技能积累与创新的增长点。抓好高水平专业群建设,高职院校要从市场需求侧和人才供给侧入手,尊重办学积淀、立足服务面向、对接产业结构,厘清群内专业关系,明确管理运行方式和评价机制,画好专业群与产业群(岗位群)的映射图、群内各专业关系的逻辑图、主要建设内容的鱼骨图和建设进程管理的甘特图。

第五,以“双师型”为主题培育卓越教师队伍。一定意义上讲,教师的能力决定了一所学校履行自身社会角色定位的水平。如何培育自己的名师巨匠、建设高水平的“双师型”师资团队,是优质院校亟待破解的难题。优质院校要围绕“双师型”主线,坚持引进与培养相结合、专任与兼职相结合,在引进高层次人才、完善教师培养培训体系、建立教师专业化发展激励机制和兼职教师有效管理等方面采取切实可行的新理念、新模式;以校企合作为切入点,推动高职院校和大中型企业共建“双师型”教师培养基地,提升教师到企业实践的效能。

第七,以内涵特色为名片打造市场辨识度。特色是建立在质量基础上的特色,没有质量的特色只能是包装出来的特色。在高等职业教育发展初期,特色是笼统的、模糊的,如“就业率高”“录取分数高”“社会影响力大”等。在示范(骨干)校项目建设阶段,特色是学校整体的、教育内部的,诸如“示范校”“骨干校”“验收优秀”等。在高等职业教育创新发展阶段,特色已经走向具体化,其评价主体将由教育内部转向外部社会,评价对象也将从院校整体走向专业群。因此,学校应研究如何实现专业链和产业链紧密对接,找准专业群服务地方和产业的切入点,坚持长期投入、持之以恒建设,通过提升专业群建设水平来彰显特色,打造显著市场辨识度。

第三,建成世界一流的职业院校和骨干专业已经成为优质院校的奋斗目标。“建成一批世界一流的职业院校和骨干专业,形成具有国际竞争力的人才培养高地”,[10]是国家在职业教育领域的战略性布局,是推进实现职业教育基本现代化的重要内容,也是必然趋势。“一批”是指数量定位,就是要重点支持起点高、积淀厚和势头好的少量优质学校;“世界”是指视野定位,就是要扎根中国大地,放眼世界视野,不忘本来、吸收外来、面向未来,提供职业教育的中国智慧和中国方案;“一流”是指品格定位,就是要形成一等品质、时代标志、自成流派和引领产业的质量品格;“职业院校和骨干专业”是指载体定位,就是要建成一批世界一流实力、水平、声誉和品牌的职业院校和骨干专业,这既是实施的中坚力量也是实施的重要载体;“国际竞争力”是指能力定位,就是要通过市场竞争、优势比较、选择分化,形成有国际水平的能力担当;“人才培养”是指价值定位,这既是学校的核心价值,也是学校质量生成、形成不可替代性的中心任务;“高地”是指目标定位,就是形成中国职业教育参与世界竞争的制高点,建成中国高等职业院校的旗帜和标杆。

职业院校教学工作诊断与改进制度建设的思考

完善职业院校内部质量保证体系,就是要学校把握好五个“度”: 一是要根据社会服务面向,科学确定办学定位,实现办学定位与服务面向契合,提高办学定位、发展目标与社会需求的符合度。二是要不断适应产业升级带来的人才和技术新需求,借力行业指导,建立需求导向的专业动态调整机制,不断优化专业结构,实现专业(群)与产业对接,提高学校专业结构对产业结构的契合度和对办学定位的支撑度。三是要根据岗位(群)技能要求,深化校企合作,基于岗位(群)要求确定专业人才培养规格,基于培养规格设置课程(体系)和课程目标,基于课程目标确定教学内容,实现专业人才培养方案与岗位(群)对接,专业课程内容与职业资格(标准)对接,提高人才培养规格与岗位(群)需求的吻合度。四是要紧扣实际工作中的技能点(模块)及要求,创新优化教学方法和评价方式,实现教学过程与生产过程对接,校内理论学习与企业顶岗实践对接,提高学生、社会、用人单位、政府对教学质量的满意度。五是要创新产教融合、校企合作、工学结合的体制机制,健全全员、全过程、全方位的质量保证体系,优化教学条件与资源配置,实现教材教辅与信息化教学资源对接,校内教师与企业兼职教师对接,提高师资队伍、教学仪器设备、实践教学基地、图书资料等教学资源对人才培养的保障度。

三、编制职业院校质量保证体系建设实施方案的关键控制点

一是“建立”或是“建立健全”。缺失的制度要建立,是查漏补缺;已有的制度要完善,是健全、整合和优化。毋庸置疑,每所学校都有一套自己的质量管理制度,问题是制度健全不健全、好用不好用、运行没运行、有无实际效果。建立教学工作诊断改进制度,实现路径不是“再搞一套”,更不是“推倒重来”,而是在现有的基础上完善、重组和优化。唯有继承与创新,才有改进和发展,制度才能落地生根,机制才有运行基础。

二是“常态化”。既然是“常态化”就绝不是“一次性”。“诊断与改进就是过去的评估”,这种认识是片面的、错误的,是“评估情结”的具体体现。过去的评估是对学校办学质量的绝对评价,是终结性、回溯式、静态的;诊断与改进是实现常态化、动态进行的螺旋式的诊断、改进、提升和发展;诊断与改进的复核是对学校内部质量保证能力的评价,是内在的、个性的、全过程的。这种评价的目的不是为了证明,而是为了改进,为了促进教学系统的优化,促进教育活动取得实效。实现“常态化”,就是要利用先进信息技术实现源头准确高效便捷的常态化采集,及时掌握和分析人才培养工作状况,在人才培养的过程中随时进行评价、反馈、改进和提高。

三是“职业院校”。如前所述,职业院校是质量保证的第一责任主体。职业院校办学水平有高低,履责能力有大小,有些院校已经具备,有些院校正在完善。对于不同阶段的院校,需要分类指导推进,切实提高工作的针对性和实施效果。总体上,对新建院校要“保证学校的基本办学方向、基本办学条件、基本管理规范”,对优质院校要“集聚优势、凝练方向,提高发展能力”,对大部分院校要“保证院校履行办学主体责任,建立和完善学校内部质量保证制度体系”。

四是“自主保证”。自主保证就是自我管理、自我约束、自我完善、自我适应,制定校本方案。这是要点、难点,也是痛点。一方面,长期以来政府主导的多,学校自主思考的少,政府大包大揽的多,学校主动作为的少。另一方面,学校层次不同、类型不同,发展阶段不同,主要矛盾和矛盾的主要方面也不同,国家或者省级一、两套标准方案走遍天下是不可能的,也是不可取的。所以,从制度设计上看,国家、省级方案保基本,院级方案鼓励个性化发展,鼓励引导职业院校分析人才培养质量的生成过程,自主寻找教育教学质量的关键控制点(环节),构建网络化、全覆盖、具有较强预警修复功能和激励作用的校本内部质量保证体系。

五是“人才培养质量”。建立教学工作诊断与改进制度的价值核心是提升人才培养质量,在方案制定时聚焦在人才培养工作上,体现以学生为本,以教学为中心,落脚点在人才培养质量是否提高上。质量是抽象的,但也是具体的。对学生而言,质量就是学生个体的认识、情感、兴趣、特征、意识、品质等个体发展程度,强调学生个体自发展与学校及教师指导帮助相结合,完成一定阶段的自我实现;对国家而言,质量就是学校培养的学生满足国家、社会用人需要的程度,其特点是注重外部需要,并以满足程度作为评价质量高低的标准。

六是“机制”。LOL竞猜建立机制的基础是完善制度,建立机制的目的是形成能力。制度运行起来才能形成机制,机制长期坚持才能内化成为能力。机制具有动态性和实践性。所谓动态性,是指职业院校内部职能和岗位责权的动态调整与配置,以及不断修订完善的内部规章制度。所谓实践性,是指只有通过与之相应的院校内部管理体制和制度的建立(或者变革),机制在实践中才能得到体现。所以,建立机制的关注点不再是准备缺失的“原始资料”,而是要分析确定引起这些“原始材料”缺失的制度是否健全。如果制度不健全,那就完善相关制度;如果制度是健全的,那就要关注制度是否在有效运行,是否形成了良性运行机制。

四、职业院校教学工作诊断与改进制度建设成效的判断表征

一是学校是否已经从过分关注结果质量评价向关注质量生成的全过程转变。LOL竞猜院校内部质量保证体系建设还在初级阶段,其本质、结构与功能的正确理解和深刻认识还有待进一步深化,容易习惯性简单机械模仿传统意义上的外部质量保障体系和运行模式,过于权宜性和功利性,从而沦为外部质量保障和第三方检查评价的前期准备阶段。职业院校应切实对质量全程把控,淡化短期地静止的终结性、回溯性评价,强化长期地动态的形成性、前瞻性评价,从关注结果质量评价转向关注质量生成的全过程转变。

二是学校是否已经从原来相对分隔、孤立的质量管控措施,转向全面系统的质量管理转变。学生成长的轨迹是线性的,但人才培养工作是多维、复合的。教学、学生等部门的教育教学工作在时间、空间上相互交错,有相辅相成也有时空冲突。在人才培养工作的不同方面,每个学校都有很多已有的质量管理措施,但这些措施可能是分散的,之间可能是矛盾的,效果上可能是相悖的,这就需要从相对分割、孤立的质量管控措施走向全面系统的质量管理。

三是学校是否已经开始从依赖外部问责机制产生动力,转向内部自愿问责激发内生动力转变LOL竞猜。以高职院校为例,在高职领域开展的前两轮评估在特定历史阶段对推动事业发展发挥了重要的作用,对于大量新升格的高职院校,依靠外部问责和奖惩机制,基本实现了“管理基本规范、条件基本达标、质量基本保证”。在学校与政府、社会的新型关系时期,基于“承诺-履行”的伦理契约和价值理性,职业学校以“自律”换取“自主和自由”,通过质量承诺和全面质量管理,使政府、社会、家长、学生相信学校会通过内部自愿问责激发提升自身质量的内生动力。

四是学校是否已经从强化模仿和趋同的标准化向促进多样化发展转变。在过去一个时期,以问责(奖励和惩罚)为基础的质量保障体系,采用绩效指标以及资源分配相关联的等级评分规则对院校进行的总结性评价,强化了院校之间的模仿和趋同而非促进多样化,其直接的外在表现形式就是“千校一面”。当前,面对生源类型多样化、群体对象复杂化、学生成长个性化、社会需求多元化、发展环境国际化,职业院校必然要从传统的标准化走向多样化,人才培养从标准化向差异化、多样化、个性化转变,从而实现院校特色发展。

五是学校是否已经开始从院校身份表征质量走向专业建设水准表征质量转变。“国家示范性高等职业院校建设计划”实施以来,重点建设了200所国家示范(骨干)高职院校,各地也相应建设了一大批省级示范(骨干)高职院校。“示范(骨干)高职院校”的身份已是表征办学质量的金字招牌和优秀品牌,成为政府配置资源、学生报考志愿、企业招聘员工的重要依据。但随着考试招生制度改革深化,这些品牌学校内部专业建设水平和培养质量的不均衡的弊病将会很快显现。整体提升专业建设水准必将成为高职院校强化内涵、提升质量的突破点和着力点,必将成为高职院校体现办学特色的逻辑起点和教育教学改革的核心环节,必将成为表征办学质量的金字招牌和优秀品牌。

六是学校是否已经从原来依赖政府制定质量标准,转向学校制定更高的校本质量标准转变。LOL竞猜由于区域、校际的不均衡性和差异性,政府制定的质量标准(如: 院校设置标准、专业建设标准、实训设备配备标准等)往往是最低要求,或者是基本要求。当前,职业院校要在保证国家标准不降低的前提下,不再依赖政府制定标准,而是结合本校实际,制定校本质量标准,建立健全对接产业、企业发展中高端水平的教学标准体系,只有这样才能赢得企业认同,赢得市场的认可,才是学校品牌信誉的根本保证。

专业建设是提升人才培养质量着力点

健全专业动态调整机制。专业设置本身是否合理、专业能否跟随产业发展而进行科学动态调整,是院校内涵建设的基本逻辑起点。高职院校要坚持“有所为,有所不为”“差异化发展”“错位竞争”的理念,健全专业跟随产业发展的动态调整机制,服务院校特色发展和整体战略规划实施。“有所为”就是不盲目追求综合化、不随意新设一时的所谓“热门专业”,而是要重心下移、对接地方,围绕以区域优势、特色产业为内核的产业链,努力形成专业链(群),在一个或者多个专业群集成、放大,实现专业设置与产业、企业需求的对接。“有所不为”就是要依据专业招生、就业及社会服务等因素,果断“关、停、并、转”处于产业发展衰退期、技术上没有升级换代可能性或者进口、出口两头不畅的专业,形成落后就自然淘汰的机制。

强化校企合作机制建设。职业教育产教融合、校企合作实际上是全社会的合作,是教育与产业全面合作。高职院校要着力推进专业(群)层面的校企合作机制建设,将开放合作育人平台建在专业(群)上,以专业(群)为基础单元,独立面向产业和行业、面向企业和职业、面向行业主管部门和行业协会,将产教融合、工学结合、校企合作落到实处、扎根底层。专业(群)建设要重视市场在人才培养中的导向作用,根据市场需求的变化,与行业企业共同研讨制订专业教学方案;根据职业岗位技能要求和职业资格标准,规范实践教学基本要求,真正实现教学过程与生产过程对接、课程内容与职业标准对接。

建设“双师”结构教学团队。LOL竞猜一定意义上讲,教师的能力决定了一所学校履行自身社会角色定位的水平。针对目前高职师资队伍来源单一、基础薄弱、层次不高等普遍存在的问题,高职院校要围绕“双师型”队伍建设这条主线,坚持引进与培养相结合、专任与兼职相结合,在引进高层次人才、完善教师培养培训体系、建立教师专业化发展激励机制、兼职教师有效管理等方面采取切实可行的新模式,落实教师到企业实践的要求,完善企业工程技术人员和高技能人才到职业院校任兼职教师的相关政策;推动高职院校和大中型企业共建“双师型”教师培养基地,多管齐下共同提高“双师型”教师比例,全面提高师资队伍建设水平,实现高职院校教师教育教学能力的全面升级。

重视课程开发与课堂教学。所有的教育教学改革,最后都应通过课程开发与课堂教学反映在学生身上。课程开发与课堂教学是高职院校提高内涵建设的重点,是提高教学质量的核心,是一项难度很高的系统工程。高职院校要推动教学信息、资源与行业企业一线“零距离”或“短距离”对接的课程与课堂教学发展,在课程、教材、数字化等资源建设上形成校企协同建设机制,建立行业企业资源引入教育教学过程的质量标准、改造流程和评价体系,真正使优质资源进入课堂;要积极吸收和运用现代化的知识传播模式,以学生为中心,在教育观念、教学方式和人才培养过程的各个环节开展与学习方式相协调的协同变革,实现教学过程与生产过程远程互动,切实提高课堂教学的含金量。同时,还要针对高职招生制度改革带来的生源类型多元化、入学渠道多样化的新学情,面向中专毕业生、技校毕业生、职业高中毕业生、退伍士兵、企业员工、社区居民等开发特性课程,分层实施课堂教学。

系统推进实训体系建设。随着实习实训在教学中比重加大,校内外实习实训条件成为制约提高人才培养质量的瓶颈。高职院校应以满足专业发展和教学要求为原则,通过经营主体多元化和经营方式市场化手段,建立校内实训基地和校外实训基地互为补充、相对完备的实训体系,为学生创造真实的职业环境,使工与学有机结合在一起,实现用企业先进设备和产品装备学校、用企业先进技术和工艺武装教师、用企业先进文化和管理教育学生、用企业家眼光和用人单位标准培养人才;实现培养目标与企业需求零距离、理论知识与实践技能零距离、教学过程与生产过程零距离、教学课题与生产课题零距离。

开展国际交流与合作。LOL竞猜中国已经由以市场换技术转变为以技术换市场的发展新阶段,大量企业通过参与国际竞争,开拓了国际市场。高职院校要以优势专业为依托,强化专业层面的国际交流与合作,充分拓展国际视野,引进和消化国际先进、成熟适用的职业标准、专业课程、教材体系、数字化教育资源;探索实践与我国企业和产品“走出去”相配套的职业教育发展模式,培养具有国际视野、通晓国际规则的技术技能人才和中国企业海外生产经营管理需要的本土化人才;联合开发与国际先进行业标准对接的专业标准和课程标准,共建实验室或实训基地,建立教师交流、学生交换、学分互认等合作关系。

优化专业(群)资源配置方式。LOL竞猜高职院校要注重把学校工作重心和资源配置集中到教学工作中,进一步凸显教学工作在学校各项工作中的中心地位。通过健全专业评价机制,将专业招生的计划完成率、报到率、就业率和就业对口率,“双师型”教师的比例、兼职教师的授课比例,实践教学占总学时的比例,生均仪器设备值以及横向科研项目、社会服务收入等作为效果评价、专业调整、资源配置的重要参考指标,引导优质资源向专业汇聚,支撑优势特色专业持续深化内涵建设。

一、特色·协调·共舞——产教融合与校企合作,从政府主导到政府推动

在教育体系中,职业教育独有的特色,是一端系着教育,一端连着产业。事实证明,提高人才培养质量,加快现代职业教育发展,需要汇聚两方面力量和资源,更需要政府、行业、企业、学校四位一体,多方协作“深化产教融合,校企合作”。职业教育在产学合作有深度、协同育人有特色、服务发展有前瞻的校企合作中,有着众多典型案例。这些案例,在引导社会各界,特别是行业企业积极支持、参与、举办职业教育等方面有着积极意义。

政府推动全方位合作 助力智造时代产业人才培养

二、特色·协调·共舞——教学工作诊断与改进,从分批试点示范到全面协同推进

诊改回顾: 启动——2015年,教育部印发了《教育部办公厅关于建立职业院校教学工作诊断与改进制度的通知》,拉开了建设职业院校自主保证人才培养质量常态化机制的序幕。随后,在“需求导向、自我保证,多元诊断、重在改进”工作方针的引导下,中高职诊改指导方案相继发布;组织保障——2016年,教育部组建全国职业院校教学工作诊断与改进专家委员会,在诊改指导方案研制、政策咨询、业务指导、人员培训、理论研究等方面提供指导,这是提升诊改工作科学化、规范化、制度化水平的组织保障;试点——2016年,教育部印发了《关于确定职业院校教学诊断与改进工作试点省份及试点院校的通知》,确定了天津市等18个省(区、市)54所中高职院校开展教学诊改试点工作,为树立工作示范和完善指导方案先试先行;全面推进——2017年6月,在前期18个省(区、市)院校试点工作的基础上,教育部发布《关

于全面推进职业院校教学工作诊断与改进制度建设的通知》,标志着诊改工作全面推进。

由外部评价向内部评价转变,构建职业院校内部自主保障人才培养质量的制度建设,正在院校各个环节协调推进,大步向前。近两年的时间,从27 所高职院校试点引领,到众多职业院校全面参与培训,各职业院校积极行动,从自身实际出发,从规划走向实施,稳步推进院校人才培养内部质量保证体系建设。

在2017年年会上设计的“教学工作诊断与改进”分论坛,通过诊改实务解读、教学诊改典型案例、校园信息化平台建设成果展示等,分享经验、答疑解惑;如何抓住关键点?如何在设想、设计之后扎实推进?如何将点上的突破推广为面上的常态?如何通过信息化手段实现科学精细化诊改?一系列院校诊改的常规工作,有的仍旧是问题,还有困惑,有的已推进向纵深发展,形成经验有待推广。

从抓关键点入手: 实现六大转变
